Homecrest Community Services, Inc. ( HCS) was incorporated in 1997 to provide a safe, secure and nurturing senior service environment for the rapidly growing Asian-American elderly population who relocated to Sheepshead Bay, Bensonhurst, Bay Ridge and other areas of southern Brooklyn in recent years. HCS provides multi-social services, which are language-appropriate and culturally-sensitive, to its over 3,000 seniors, 60 years or older. The HCS Board of Directors and staff are steeped in both the Asian and American cultures and use this expertise to help improve the lives of the seniors we serve.
HCS is a charitable, tax-exempt, Internal Revenue Service 501 C (3), non-profit community organization. Financial contributions are exempt from Federal income tax and HCS purchases are exempt from New York State sales tax. State of New York and City of New York government categorical grants constitute a significant portion of the HCS annual operating budget. These grants, however, are not sufficient to cover space rental, energy, insurance, independent audits, fund-raising and other indirect costs. Direct costs for administrative staff, congregate hot lunch meals and senior recreational activities also require private donations to supplement limited government funding.
HCS has been seeking to secure baseline, multi-year, operating funds from the City of New York for its Sheepshead Bay and Bensonhurst senior centers for several years. As of this writing, there are still no Asian-American senior centers in Brooklyn funded by the NYC Department for the Aging (DFTA) for annual operating costs in spite of the rapid growth of the Asian-American elderly population in Brooklyn. Barriers to City funding include a weakened City economy, reductions in the City Budget for senior services,NYC procurement policies and other institutional factors. We are hopeful this situation will change in the not- too- distant future.
